Director, Children Without Worms (CWW)

POSITION DESCRIPTION:
The Director is responsible for the overall success of the Children Without Worms (CWW) program by providing leadership, technical expertise, and oversight in the areas of strategic program development, financial management, and collaboration with external partners such as the World Health Organization (WHO), NGOs and other organizations involved in the control of Soil-Transmitted Helminthes (STH) infections in Africa, Asia, and Latin America. CWW, an international nongovernmental program, oversees the donation of mebendazole from Johnson & Johnson (J&J) and albendazole from GlaxoS-mithKline (GSK). This position reports to the President of the Task Force for Global Health with dotted line reporting to J&J and GSK, program partners. This position is located at the Task Force for Global Health in Atlanta, Georgia, USA.
BACKGROUND:
Founded in 2006 as a partnership program between Johnson & Johnson and The Task Force for Global Health, CWW supports global efforts to reduce the burden of STH infections in children who are most severely infected or at high-risk of infection and have limited access to safe and effective treatment. CWW is currently undergoing significant growth in the donation of mebendazole with J&J progressively increasing its annual donation from 40 million in 2010 to an annual donation of 200 million doses. It is also expected that CWW will play a role in decision-making for the GSK donation of albendazole to treat STH in children, a donation that will reach 400 million doses a year. These donations will involve a corresponding increase in the number of countries engaged in treating STH with the donated medicines. As a result of these changes in its scope and complexity, the program is being restructured.

The International Development Group is one of three international program divisions at URC/CHS and provides management and technical oversight to health field programs funded by USAID and CDC in Africa and the Latin America region with key focus areas improving quality of care in maternal and child health, family planning, HIV/AIDS, TB and nutrition. The Director will work closely with and support the Senior Vice President for the International Development Group to ensure rational and sustained growth for IDG and oversee the development of management and organizational development processes to explicitly support technical leadership and management excellence at the country level. Corporate oversight would focus on meeting URC’s strategic vision for managing its rapid growth and evolution. The Director will be part of the senior management team in IDG, and will provide technical leadership in several cross-cutting program areas.

Job Responsibilities:
The Senior Associate / Senior Technical Coordinator, reporting to the Portfolio Manager, will be responsible for the home office technical and administrative oversight of the Iraq Primary Health Care (PHC) Project.. Specific the main responsibilities include the following:
• Monitor all project activities and operations to ensure compliance with USAID and Abt Associates policies and procedures, Iraqi laws and regulations, and project contract provisions.
• Lead project workplan, PMP, and budget development.
• Serve as the main communications point person with the client.
• Perform technical management of subcontractors.
• Review and approve activity funding levels.
• Review and approval of all Expatriate/TCN long-term and short-term technical assistance, and local short-term technical assistance.
• Final review and approval of all technical deliverables.
• Response to technical resource needs jointly identified with the Chief-of-Party (COP) and/or the Deputy COPs, including scope-of-work development and candidate selection for consultants, subcontractors, professional services, vendors, etc.
Skills/Prerequisites:
• Masters Degree (minimum), or Doctorate Degree (desirable), in Public Health, Health Administration, or other relevant field.
• 13 -15 years of professional experience with a Masters Degree (or 8 – 10 years with a Doctorate Degree), in international public health, health systems strengthening, primary health care, or community health.
• At least 5 years of relevant management, supervisory, and technical experience working in complex development programs related to primary health care performance improvement that are of similar scope and scale to the Primary Health Care Project in Iraq.
• Proven capacity in building and effectively supervising a diverse team of employees.
• Demonstrated effective interpersonal skills, leadership, creative problem-solving and ethical management.
• Prior experience working with international donors and knowledge of Federal Government policies and procedures preferred.
• Excellent oral and written communication skills.
• Willingness and ability to travel to Iraq on periodic short-term assignments.
• Knowledge of Arabic language and experience in the Arab world is highly desirable.
Minimum Qualifications:
MA/MBA with 13 - 15 years of experience OR PhD with 8 - 10 years of experience OR the equivalent combination of education and experience.

Improving Malaria Diagnostics Program Associate

The Improving Malaria Diagnostics Program Associate is responsible for backstopping the IMaD project, a PMI funded malaria diagnostics strengthening project currently operational in 14 Sub Saharan African countries. The Program Associate supports the project in the following ways: liaises with other implementing partners and subcontractors, assists with reviewing and editing reports and other technical documents and assists in the production of project documents. The Program Associate also assists with administrative backstopping and monitoring of field activities and deliverables such as preparing or editing authorizations to proceed (ATPs) and contracts. This person facilitates communication between the IMaD Home Office team and PMI teams and assists with logistical planning activities to support country activities. Although the position is primarily responsible for administrative activities, program associates also have the opportunity to participate in the technical planning of project activities. It is imperative that the Program Associates possess excellent judgment, the ability to work independently, superior organizational skills, and the ability to multi-task. The Program Associate reports to IMaD’s Director and is supervised by the Associate Project Manager and works closely with the members of the IMaD Home Office Team for day-to-day activities.

Program Manager II-Health Department Coordinator – I 09 110

Background:
The overall mission of the health and HIV department is to ensure high quality, just and sustainable relief and development programming in accordance with the CRS mission statement. The health and HIV program, valued at about 60% of the country program budget, accounts for the largest portion of CRS' programs in the Democratic Republic of Congo. The majority of the funding is focused in Eastern Kasai in Central DRC and Sud Kivu in Eastern Congo with limited health and HIV programming in the provinces of Kinshasa, Bandundu, Equateur, and Katanga. The department is currently implementing the 5th year of a 5-year $3.6m USAID grant for Child Survival activities in Eastern Kasai and a 18 month $1.3 m vaccination project in Eastern Kasai and South Kivu. In late 2009, the department will be starting several new projects including a 2-year 2-3 million dollar malaria program in Eastern Kasai and Sud Kivu financed through Global Fund; and a 3 million health systems strengthening project in Eastern Kasai and South Kivu financed by GAVI. The department also provides technical support and oversight to a 4-year, 15 million dollar primary health care project, which is managed mainly out of the CRS DRC office in Bukavu. In addition, HIV and AIDS projects are a key strategy for the agency and the Congo program manages three privately-funded projects, focused on HIV prevention and support to OVCs.
Primary Function:
The PMII-Health Department Coordinator will oversee the development and implementation of high quality health projects in the DRC through the effective supervision of a team of national health project managers. S/he will supervise at least four Health Project Managers and work closely with the Deputy Head and Head of Programming, and other project department colleagues.
Specific Responsibilities:
1. Supervise and Coach Health Project Managers:
1. Supervise programming staff in aspects of project design and implementation;
2. Encourage collegial teamwork within the Health programming unit and between other project departments;
3. Identify training needs and external training opportunities;
4. Promote CST principles among Health staff.
2. Coordination Role
1. Coordinate the development and implementation of all health projects:
2. Coordinate the financial management and M&E;
3. Ensure the timely submission of high-quality reports to USAID and other donors and/or HQ;
4. Coordinate the compliance of USAID funded grants;
5. Ensure the closing of grants in accordance with USAID and other donor regulations.
3. Donor Relations and Representation:
1. Ensure good working relations with USAID and other donors;
2. Represent CRS in all meetings with the Ministry of Health and other health networks with other national and international NGOs;
3. Oversee all out-going correspondence from the Health Department to donors and strategic alliance partners.
4. Program Quality
1. Ensure program quality in all health grants
2. Promote the use of Agency proposal development and management in M&E guidance;
3. Ensure that gender issues are considered in the design and implementation of projects;
4. Ensure compliance in the management of all USG resources;
5. Ensure robust financial and monitoring and evaluation systems are in place for high quality programming;
6. Ensure that suggestions arising from internal and external (RTA and CCAP) reviews of projects are integrated during proposal development.
5. Strategic Planning and Program Growth
1. Ensure implementation of the Health and HIV Strategy / Action Plan
2. Actively identify growth opportunities to increase health program funding and actively manage the proposal development process.
6. Communication and Coordination:
1. Ensure the full integration of the Health Department into the overall Programming Department through participation in meetings and internal review committees;
2. Contribute to the development of efficient management and communication systems within the Health Department.
3. Ensure routine communication and collaboration with the Bukavu-based health program team to promote coordinated leadership of jointly-managed health programs.
7. General Responsibilities:
1. Participate in CRS PM planning and strategy meetings;
2. Contribute to the team spirit and to support CRS colleagues in their work;
3. Collaborate closely with the Finance and Administration departments to ensure good financial, material and human management;
4. Share appropriate information to colleagues, partners and other interested organizations.
Supervisory Responsibilities: 4 National health project managers
Key Working Relationships:
Internal: CRS Country Representative, Head of Programming, Deputy Head of Programming, CRS country program staff, CRS Deputy Regional Director for Program Quality, CRS regional technical advisors and senior technical advisors for health, various CRS/HQ departments. External: Funding agencies and local/international NGOs.
Qualifications:
1. Masters degree required, MD or MPH holder preferred
2. Minimum 5 years working in the developing world in program management positions (experience in health programming with CRS preferred)
3. Experience in primary health care and HIV required
4. Experience implementing USG grants
5. Proven ability to function effectively as part of a multi-cultural team
6. Proven ability to be an effective supervisor of staff of varying levels of responsibility
7. Ability to represent the agency in high level meetings with donors, local church and local government
8. Excellent English language communication skills and writing skills
9. High level French language skills, required
10. Partnership management experience
11. Strong donor relationship building/maintaining skills
12. Experience in designing and implementing participatory planning and evaluation methods;
13. Willingness and ability to travel.

Senior Associate/Scientist - Deputy Project Director, Project Technical Coordiantor (DCOP-PTC)

Abt Associates is seeking a Technical Specialist Deputy Chief of Party/Project Technical Coordinator for the Private Sector Mobilization for Family Health Project-Phase II (PRISM) in the Philippines.
The DCOP shall provide primary support to the functions of the COP in supervising the activities and services provided through this contract including managing all technical inputs required in achieving the outputs expected. Through the COP, the DCOP/TC shall receive technical guidance from the USAID COTR for the project. The DCOP shall be supervised by the COP and shall share the responsibility of day-to-day and long range activities of the contract. The DCOP shall assist the COP in tracking, coordinating and reporting information related to project activities conducted. S/he shall ensure the technical complementation and synergy of all project activities.
Essential Job Responsibilities/Percentage of Time:
The DCOP responsibilities include the following:
• Supervise the implementation of all project activities ensuring that performance schedules are observed and outputs are completed and delivered according to schedule.
• In coordination with the COP, provide principal technical oversight for all policy studies, diagnostic and/or operations research studies, demonstration projects, training and technical assistance needed to formulate recommendations for policy reform measures covered under the contract.
• Supervise the implementation of all project activities ensuring that performance schedules are observed and outputs are completed and delivered according to schedule.
• With the COP, provide technical supervision and assign technical responsibilities as may be necessary to all-long term and short-term consultants working under the contract.
• With the COP, identify solutions to operational issues and lead or delegate appropriate action to address these challenges.
• Provide overall technical oversight for all work and activities necessary to achieve the objectives, outputs and deliverables expected under the contract.
• Advocates and support policy development initiatives, seeking support from high level DOH and other GRP agencies and private sector entities for the technical areas covered under the contract. Ensure timely provision of feedback and guidance concerning the functioning and effectiveness of the various components of the contract.
• Together with project staff identify issues or challenges to effective implementation of workplan activities, and develop solutions or strategies to address the challenges.
• Liaise with the principal policy and decision makers within the DOH, and other government agencies, professional and trade associations, interest groups, and the community at large to assure that Project activities are relevant to the current policy issues and directives being debated in the health community at large.
• Expansive network of contacts who are key influencers in both the national and local government as well as in the private commercial and civil society sectors
• Represent the project in the country and be the liaison with project HQ; able to present the project's technical approach and accomplishments
• Direct project management and coordination responsibility
• As recognized expert in one or more of the project's key activities, s/he shall serve as technical advisor, perform essential analytical, evaluative and consultative work, develop and implement technical aspects of the project activities, provide technical assistance on a daily basis, and is a hands-on resource for ensuring activity implementation and building partners' institutional capacity
• Coordinates all short term TA from the project: optimize scheduling of trips, help arrange meetings with counterparts and USAID, review trip reports and technical products, coordinates the project's quick response to new requests or changes in the ground
• Communicates frequently with Project HQ and submits quarterly on progress and results and coordinates closely to track expenditures against budget
Skills:
• At least master's level education/training or its equivalent in health financing, marketing, economics, public health, health administration or related field.
• At least 3 years successful previous experience working with national and local government on the development and/or implementation of health programs both at the national and local levels in the developing world.
• Demonstrated understanding, thorough knowledge of and familiarity with health systems, health financing, marketing and health program policy issues confronting the Philippines.
• As the technical coordinator of local level project implementation, the DCOP should have extensive knowledge and experience in all aspects of health systems delivery at the local level.
• Familiar with principal individuals within the DOH, other government agencies, private/business sector, and the community at large who are responsible for health policy.
• Proven experience managing all aspects of field operations for donor-funded preferably USAID-funded programs, including procurement, financial management, grants administration, human resources administration and activity design
• Familiar with private sector health service provision.
• Extensive work and prior experience in health policy offering private sector work in the Philippines.
