Cooperative Specialist Consultancy - Rwanda

In the fall of 2005, USAID Rwanda, with funding from the President�s Emergency Plan for AIDS Relief (PEFPAR), selected a consortium, led by CHF International, to implement the four-year CHAMP project in Rwanda. Through this program, CHF International works side by side with the country�s grassroots organizations to build their capacity to help them support, treat, and care for hundreds of thousands of Rwandans living with HIV and AIDS, in addition to supporting children who are either infected or affected by the epidemic. The goal of CHAMP is to provide Rwandan communities with access to a continuum of high quality, sustainable HIV/AIDS services and care using the following strategies: (1) working in coordination with local Rwandan partners, communities, GOR, USG and other HIV/AIDS organizations; (2) increasing capacity of Rwandan Partner Organizations (RPOs) to provide community-based HIV/AIDS care and services; (3) improving/ expanding HIV/AIDS community-based services offered; and (4) linking community and clinical care services through formal referrals and a network of community volunteers and health animateurs. The strategic objectives of CHAMP are as follows: SO 1: Increased access to information, education and behavior change communication on HIV/AIDS prevention SO 2: Increased access of PLWHA to a menu of community and home-based palliative care services SO 3: Increased access of orphans & vulnerable children to a menu of care and support services SO 4: Strengthened linkages between community-based services and health centers SO 5: Strengthened institutional and policy development capacity of local organizations involved in HIV/AIDS community-based services SO 6: Quality and timely monitoring & evaluation data used to inform program decisions CHF International partners with 16 international and local non-governmental organizations in the implementation CHAMP.

Technical Advisor-Health Unit

All Health Unit members have two main responsibilities: 1) To ensure the quality of Mercy Corps health interventions, and 2) To assist country offices in expanding Mercy Corps health portfolio. Based in the USA (Portland, Cambridge or Washington DC) TECHNICAL ADVISOR provides on-site and remote technical assistance to Mercy Corps’ health projects on a broad spectrum of public health interventions including reproductive health, child health, HIV/AIDS, nutrition, and infectious diseases. TECHNICAL ADVISOR will apply best practice principles of pubic health management, M&E, staff training supervision, coordinating consultants and external technical reviews and will be responsible for overall technical oversight of the portfolio. This position requires extensive travel internationally and within countries, which could include remote/rural areas and in compliance with Mercy Corps security procedures. Travel is expected to be 30% of time.

<p> Global Health Fellows Program Technical Advisor II: Malaria Technical Advisor &amp; Communications Liaison Infectious Diseases Division, Office of Health, Infectious Diseases and Nutrition, Bureau for Global Health, US Agency for International Development, Washington, DC GHFP-07-037 The Global Health Fellows Program (GHFP) is a five year cooperative agreement implemented and managed by the Public Health Institute (PHI) in partnership with the Harvard School of Public Health, Management Systems International, and Tulane University School of Public Health and Tropical Medicine. GHFP is supported by the US Agency for International Development (USAID). The goal of GHFP is to improve the effectiveness of USAID Population, Health and Nutrition programs by developing and increasing capacity of health professionals in Washington, DC and overseas. </p> <p> This is accomplished through the recruitment, placement and support of junior, mid and senior level health professionals; a diversity initiative focused on providing internship and mentoring opportunities in international public health to underrepresented communities; and professional and organizational development activities to bolster USAID's ability to maximize results and strengthen its leadership role in global health. </p> <p> INTRODUCTION In June 2005, President Bush announced a new $1.2 billion initiative, the President's Malaria Initiative (PMI) to reduce malaria-related mortality by 50% in up to 15 sub-Saharan African countries through a rapid scale up of a package of proven malaria prevention and treatment measures: artemisinin-based combination therapy; insecticide-treated mosquito nets, intermittent preventive treatment in pregnancy, and indoor residual spraying. USAID is the lead agency for implementation of the PMI, working in close collaboration with the Centers for Disease Control and Prevention (CDC) and other USG agencies. The Initiative is results-based, focused, and exhibits a high level of financial and programmatic accountability. </p> <p> The Office of Health, Infectious Diseases and Nutrition (HIDN) in USAID's Bureau for Global Health seeks a Malaria Technical Advisor &amp; Communications Liaison to serve as a key member of USAID's Presidential Malaria Initiative (PMI) team. He/she will provide technical country support to PMI focus countries and serve as a liaison on the development of technical communication and written reports associated with PMI and malaria efforts. </p> <p> The Malaria Technical Advisor and Communications Liaison will exercise independent judgment in planning and carrying out tasks, in serving US Government priorities at critical technical and policy forums, in resolving problems and conflicts, and in taking steps necessary to meet deadlines. The Advisor must possess expertise in malaria treatment, prevention and control and experience communicating this technical guidance and information to support and advise PMI efforts at USAID/Washington and its field Missions, PMI country teams, technical counterparts, ministries of health, and cooperating agencies as well as the general public and Congress. </p>
