International Recruiter (USAID Experience required)

Abt Associates is a for-profit government and business research and consulting firm with approximately 1200 employees in the US and over 30 other countries. Our talented staff, which includes experts in fields as diverse as public health, economics, survey research, environment, business strategy, education, international development, urban affairs, and clinical trials, work in small, focused teams. Our clients include U.S federal, state, and local government organizations; foreign governments; international organizations; foundations; nonprofit associations and institutions; and business and industry. Develop the International Line of Business capacity to identify specialized contingent staff and consultants for bids and proposals, in collaboration with Division-specific and ILOB Business Development and Knowledge Management efforts . Establish systems for ongoing recruiting to conform with the guidelines of Abt HR and Contract Operations policy and procedures. Establish procedures for short-term employment and contingent offer employment and salary verification. Supervise staff to verify employment and salaries. Contribute to business development activities including proposal coordination, resume formatting, writing capes/ past performance references (PPRs), and other activities associated with proposal development as needed (1) Conduct searches and networking in order to identify and screen qualified technical candidates for the International Line of Business especially for proposals and short-term assignments. This individual will search for and evaluate candidates with technical capabilities in a variety of areas across the ILOB (health and economic growth) to include health systems, health economics, health financing, private sector approaches, HIV and AIDS experts, agribusiness, economics, enterprise development, trade, environmental management, and other technical areas as necessary. Evaluate candidates' skills in additional areas such as operations and client management, cross-cultural sensitivity, and personnel management. Must be able to knowledgeably present the position to candidates and interview them regarding their qualifications for such a position. To identify candidates, incumbent shall use pro-active networking and search activities, and show the ability to field difficult-to-fill positions. Maintain contacts with qualified professionals and be aware of their impending availability. Populate the expert roster database with likely candidates for a range of positions. (2) Coordinate and work with proposal managers and project managers to develop and implement successful candidate identification strategies for both short-term and long-term experts on proposals and projects, using existing databases but expanding beyond that using networking techniques and other creative solutions to identify candidates, and particularly to develop network in core technical areas. Track and maintain relationships over time. Assist in tailoring CVs of candidates to the positions for which they are being proposed on proposals and writing up personnel descriptions for proposals; (3) Work closely with new business leads and HR recruiters to determine priorities and allocate responsibility for different recruiting needs, comply with HR processes and requirements related to sourcing, tracking, and evaluating employment candidates, comply with Contract Ops requirements for processing of consulting candidates. (4) Work on proposals in a variety of roles that may include developing capability statements, writing PPRs, writing management sections of proposals, working as proposal manager or other tasks as necessary. Skills Required: Must have a Bachelors degree and at least 10 years of relevant experience recruiting in one of the fields above, supporting international development projects, including those funded by USAID and other donor organizations. Candidates without this experience will not be considered. Strong preference for direct overseas experience and relevant language skills (Spanish, French, Russian, Arabic). Strong organization, communication, and networking skills. Strong /proven technical writing skills. Computer proficiency in Word and Excel at a minimum.
