Sr Water & Sanitation Specialist

The Water and Sanitation Program (WSP), administered by the World Bank and supported through broad international partnerships, seeks to support government policies that are designed to help the poor gain sustained access to high quality water and sanitation services (WSS). WSP works to improve the institutional effectiveness of service provision through policies and initiatives that impact the financing, governance, monitoring, regulation, and stakeholder participation in improved water and sanitation services. In pursuing this mission, WSP staff provides advisory support to governments responsible for policies and programs, provide technical support for implementation processes, identify and disseminate global best practices, and facilitate the establishment of networks of practitioners and sector stakeholders. The WSP is led by a Program Manager located in the World Bank's Energy, Water and Transport Department in the Sustainable Development Network (SDN) Vice-Presidency. The Program works closely with the Bank's regional operations and partners through four regional offices in South Asia, East Asia/Pacific, the Latin America and Caribbean Region, and Africa. The WSP in South Asia (WSP-SA) currently operates through a regional office in Delhi and country offices in Bangladesh and Pakistan. The WSP-SA office is managed by a Regional Team Leader who is accountable to the Program Manager in Washington.
India Program
The Government of India (GoI) is implementing substantial reforms in the water and sanitation sector. These reforms include the institutionalizing of decentralized service delivery with the goal of delivering demand-responsive, high quality, sustainable services for all consumers. WSP is supporting these reforms through technical assistance at the national, state, district and city level. The program in India has a particular focus on institutional reforms aimed at building the capacity of Local Governments to undertake the responsibility for the delivery of sustainable services.
WSP has developed a program of support to national and state governments. The India Program is seeking a senior water and sanitation specialist to contribute to this exciting work program and be a part of their multi-disciplinary team.
Purpose and Scope of Position
As a member of the India Country Team (ICT), the Senior Water and Sanitation Specialist will support the ICT Leader and other members of the ICT in pursuing the Program’s objective of developing
sustainable sector investments, with specific attention to the provision of rural water supply and sanitation services. This will require the delivery of policy development support to the national government in developing an enabling environment for institutionalizing of demand responsive approaches in rural water supply and sanitation (RWSS), targeted policy support to state governments in the preparation of the associated sectoral transformation plans and capacity support to state/local governments in the implementation of those plans.
