Improving Malaria Diagnostics Program Associate

The Improving Malaria Diagnostics Program Associate is responsible for backstopping the IMaD project, a PMI funded malaria diagnostics strengthening project currently operational in 14 Sub Saharan African countries. The Program Associate supports the project in the following ways: liaises with other implementing partners and subcontractors, assists with reviewing and editing reports and other technical documents and assists in the production of project documents. The Program Associate also assists with administrative backstopping and monitoring of field activities and deliverables such as preparing or editing authorizations to proceed (ATPs) and contracts. This person facilitates communication between the IMaD Home Office team and PMI teams and assists with logistical planning activities to support country activities. Although the position is primarily responsible for administrative activities, program associates also have the opportunity to participate in the technical planning of project activities. It is imperative that the Program Associates possess excellent judgment, the ability to work independently, superior organizational skills, and the ability to multi-task. The Program Associate reports to IMaD’s Director and is supervised by the Associate Project Manager and works closely with the members of the IMaD Home Office Team for day-to-day activities.

Home Office Technical Manager

RTI International is seeking applicants for a Home Office Technical Manager (HOTM) to serve as part of RTI’s Center for International Health (CIH) group, within the International Development Group. CIH implements projects and programs in the following technical areas: Health Systems and Finance; Health Policy and Research; Health Governance and Public Private Partnerships; Malaria and Vector Control; Neglected Tropical Diseases; and HIV/AIDS. The Home Office Technical Manager will work on CIH’s $150 million USAID Indoor Residual Spraying Project, which focuses on the prevention and control of malaria throughout Africa. The HOTM serves as a technical resource in the overall program and activity design, including environmental assessments, compliance reporting, preparation of spray teams, IEC campaigns, and logistical oversight of the all spray operations to assure compliance to program policies and standards.

The position of Deputy Financial Grants Manager requires a well-organized and committed individual with strong financial, administrative and communication skills, who has experience in all financial aspects of grants management and an understanding of USAID procedures and regulations pertaining to financial accountability. The Deputy Financial Grants Manager will be part of a grants management team responsible for managing grants under RTI’s cooperative agreement number GHA-A-00-06-00006-00 with the United States Agency for International Development (USAID). In general, the duties of the Deputy Financial Grants Manager will be to contribute to the successful development and implementation of a grants management system for NTD Control Program, which in turn supports the programmatic aims of the project. The Deputy Financial Grants Manager will be based at the NTD Control Program’s office in Washington, DC and will report directly to the Grants Manager. Under the supervision of the Grants Manager, the primary responsibility of the Deputy Financial Grants Manager will consist of managing all financial aspects of grant management.

Job Description RTI International is seeking applicants for a full-time Deputy Program Director for its five year, $150 million, USAID Indefinite Quantity Contract to support the use of Indoor Residual Spraying in Africa for the prevention and control of malaria. Funded by the U.S. President’s Malaria Initiative (PMI) through USAID, RTI is providing technical and financial support to 15 countries supported by the PMI to expand the use of IRS as an intervention for malaria prevention and control. The main objectives of the project are to: • Introduce the appropriate, effective, and efficient use of IRS in African countries not previously using it as part of systematic malaria control programs. • Provide technical assistance to improve the targeting and effectiveness of IRS programs in countries that already use the method. • Provide financial assistance and procurement support alone to countries that have an established capacity for implementing strong IRS programs, but lack the resources and mechanisms to fully cover their populations at risk for malaria. • Develop the capacity of public health institutions, municipal and district governments, and (where appropriate) private sector companies to implement IRS programs by systematically transferring greater responsibility and authority to such institutions with each round of IRS supported under the IRS IQC, and by relying on host country staff to the maximum degree possible in each assisted country. • Dramatically improve the transparency and quality of current government and industry practices for procurement, technical support, safety, and environmental compliance by setting examples of excellence and establishing clear standards for participation in work under the IRS IQC. The Deputy IRS Program Director will provide management oversight of the IRS Program. The Deputy will ensure that the country programs and regional office are operating effectively and will work with the Program Director to ensure the program’s overall goals and objectives are met. This position will be based in Washington, DC.
