<b>Country Program Manager/Cote D’Ivoire Position Overview</b>
Reporting to a SCMS Global Program Manager, the Field Support Manager (FSM) will oversee and support in-country field office operations in Cote D’Ivoire. Oversight responsibilities include participation in the development of strategic and technical strategies, work plans, budgets and the organization and provision of in-country technical assistance. The FSM assures that the SCMS field office follows the standard SCMS and managing partner administrative and financial procedures and practices. He or she has first-line SCMS supervisory support responsibility for the SCMS Country Director who has overall leadership and management responsibility for the day to day implementation of SCMS activities in Cote D’Ivoire. The FSM ensures effective communication with USAID and SCMS management in-country and in Washington, DC. He or she functions as a member of the Field Program Support Team at the SCMS Project Management Office (PMO) in Arlington, Virginia, and supervises a Program Officer who assists with technical and administrative backstopping for Cote d’Ivoire.

Quantification Advisor

The Supply Chain Management System (SCMS) project, managed by USAID, is a part of the President’s Emergency Plan for AIDS Relief. The purpose of the project is to establish and operate a safe, secure, reliable and sustainable supply chain management system to procure pharmaceuticals and other products needed to provide care and treatment of persons with HIV/AIDS and related infections. SCMS offers services in focus countries identified by USAID, with SCMS field offices established in selected countries as required by the scope of work in the country.
The In-Country Operations Management (I-COM) unit is responsible for the development of long and short term (annual) forecasts of HIV/AIDS products for each country or program, and subsequently for deriving a supply plan and for updating the forecast and the supply plan on a periodic (quarterly) basis. Individual country forecasts and supply plans are prepared or reviewed and validated, approved and submitted to the SCMS project Procurement Unit to trigger the fulfillment planning process.
The Quantification Advisor (QA) supports the quantification work of country field offices. The QA plans and conducts training and monitors the application of quantification methodologies and software tools, including Quantimed, PipeLine and ProQ. The QA functions as a member of the I-COM unit at the SCMS Project Management Office (PMO) in Arlington, Virginia, and works closely with the Country Program Managers (CPMs) to monitor quantification, forecasting and supply planning activities performed by the country field offices they supervise. The QA also functions as a member of the Quantification Team within the I-COM unit.
“Quantification” incorporates the forecasting of consumption and the establishment of a supply plan.
“HIV/AIDS” commodities include antiretroviral medicines, HIV test kits, laboratory consumables, medicines for the treatment of opportunistic infections, palliative care kits.

This opening is for an Epidemiologist to do work on a Constella Group
project for the CDC in Atlanta. Duties include overseeing
epidemiological surveillance and data activities including providing
guidance to surveillance coordinators and field staff regarding case
finding, risk factor assessment, and diagnostic criteria; and directing
database management, analysis, and report generation. Assist with
epidemiologic investigations related to health issues in selected
populations, such as migrant populations. Assist with evaluation
studies of medical screening activities and with development of a
physician registry.
