Description of duties:
Under the overall direction of Director REC and the direct supervision of the Team Leader of the Country and Regional Office Support unit, the project officer will be in close contact with the country and regional office teams. The incumbent will be responsible to:
Review project proposals and advise Programme Managers and HAC Focal Points on layout and budgeting in order to ensure consistency with donor and HAC requirements.
Work with HAC programme managers and country and regional offices to develop detailed work plans, donor proposals, plans of action, ensuring consistency with activities proposed for funding under Coordinated Appeals.
In collaboration with External Relations, assemble and ensure completeness of administrative information on donations, including project proposal, allotment establishment/notification and expected reporting timetable. Make total information package available to regional, country and field offices as appropriate.
Track and monitor donor agreements and ensure projects remain on track.
Review implementation progress with desk officers on a regular basis and agree any required action.
Reporting
Review, edit and consolidate mid-term reports, donor reports, financial updates and other documents, ensuring
information presented is complete, accurate and in strict accordance with donor reporting requirements.
With appropriate clearances, publish progress reports on the HAC internet site and facilitate dissemination as requested.
Flag due dates for interim and final reporting and support desk officers to communicate requests for reports.
Initiate requests for no-cost extensions, providing justification and realigned work plans and revised timeframe for implementation.
With sufficient lead time provide already assembled framework project reports to regional, country or field offices to stimulate production of final narrative donor reports for clearance (Desk Officer, RO, etc.).
In exceptional circumstances where the field cannot provide a report, extract information from HAC databases and archives in order to assemble and develop draft donor reports.
Serve as the HAC duty officer as per dates set out in the weekly roster; assume full duty officer responsibilities as set out in HAC's manual of standard operating procedures.
Performe any other duties as required.
