Position Description
CARE, one of the world’s leading Humanitarian Organizations fighting global poverty, is seeking a seasoned Technical Advisor. The Leveraging Information from the Field to Transform U.S. Policy toward Developing Countries (LIFT UP) Senior Technical Advisor for Advocacy Evidence Systems and Impact Assessment is a three-year position funded by a Gates Foundation grant. The position operates within a team-based, networked environment requiring collaboration, flexibility, consistent communication, and proactive problem solving.
The incumbent will help CARE’s policy analysis team to conceptualize and build a strategic global data, information, and evidence system to support evidence-based policy advocacy in Washington. The Senior Advisor will play a key role in prioritizing perceived needs for data, articulating roles and accountabilities at all levels in the organization for the effective and reliable production of required evidence, and helping staff and analysts better understand the uses and abuses of quantitative and qualitative evidence.
The position will also help CARE establish policies, standards, and good practices with regard to measuring the impact of policy, advocacy and assist the organization to have a better grasp of the impacts of its work. The position requires a sophisticated understanding of the political knowledge in the development sector, broad generalist understanding of development programs, and deep knowledge and understanding of the validity and reliability of research, evaluation, and action-learning data and findings.

Responsibilities and Duties
The Senior Technical Advisor will have rich interactions with a handful of pilot country offices while casting its analysis less intensively over the entire CARE International portfolio in Africa, Asia, the Middle East, Easter Europe, Latin America and the Caribbean.
Strong collaborative lines will link the position to CARE staff in Policy & Advocacy, technical units in Program, the Impact Measurement and Program Standards (IMPS) team, the Information Technology group, and to CARE International members beyond CARE USA. Our 65 country and five regional offices have great freedom to make programmatic decisions, allowing them to respond flexibly to local needs. Hence, policy-relevant knowledge and information tend to accumulate at the project, country, and regional levels. The challenge is to gather and synthesize this vast array of information and to use this analysis to inform our policy positions and advocacy with the U.S. government.
It is also crucial that such data, information, knowledge and policy advocacy activities be linked together in a robust, internal process of continuous learning and improvement.
Necessary Skills and Qualifications
Requirements:
* Master’s Degree in a development related field
* Qualitative and quantitative research and data analysis
* At least 7 years of work experience with international agencies focusing on development, 2 of which focused on policy advocacy and /or policy development
* Project and program evaluation and impact assessment
* At least 2 years living and working in a developing country
Preferences:
* Two years experience working in Policy Advocacy in Washington DC vis-a-vis the US government
* Advanced statistics
* Visual display of qualitative and quantitative data
* Expository writing experience
