Health Systems 20/20 is a USAID-funded global project that provides technical assistance in health systems strengthening around the world. The Associate Analyst / Task Manager will provide management and administrative support to the technical activities being conducted for USAID Egypt which include health insurance, health worker planning and management, capacity building, verification of government achievement of donor benchmarks, and documentation of impact of USAID assistance in health sector.
Responsibilities:
Provide back-stopping support for all aspects of finance and administration (F&A) for the Egypt field program: recruit consultants, prepare consultant agreements, review and coordinate payment of consultant invoices, prepare travel authorizations, process employee and consultant expense reports, assist field office with procurement of goods and services (purchase orders and subcontracts); review the monthly financial report; track expenditures; document cost share; support compliance with USAID regulations and Abt policies; assist with the planning and implementation of meetings and events; and coordinate with departments at Abt Associates Inc. (e.g. HR, Accounting). Work closely with the HS 20/20 F&A Director in the home office. Program Management: Assist the Chief-of-Party and other Project staff to prepare work plans, budgets, scopes of work for trips, short-term technical assistance, and subcontracts. Organize team planning meetings. Maintain paper and electronic files. Coordinate with field office to prepare pipeline reports and spending projections. Advise Team Leader on potential financial problems. Work closely with the home office Technical Coordinator and other technical staff for program management. Reporting: Coordinate the preparation, review, and dissemination of reports: technical, trip, quarterly, annual. Collect team input to draft document of project activities and results for project summaries, quarterly reports, annual reports, and the project website.
Skills:
Bachelors Degree in Health, Social Science, Business, English, Foreign Languages or other relevant field.
6 years years of relevant experience providing support/back-stopping USAID projects.
Knowledge of USAID and USG regulations re procurement, allowances, etc.
Arabic language skills are desirable.
Excellent communication, writing, and organizational skills
Excellent problem-solving skills
Team player.
Ability to multi-task.
