Position Description
Constella Futures, the international development unit of Constella Group, specializes in the design and implementation of public health and social programs for developing countries. Constella Futures is a global leader in family planning and reproductive health, HIV and AIDS, maternal and child health, and infectious diseases, and works with regional, national, and international partners. Since 1971, we have worked on projects in more than 100 countries in Africa, Asia and the Middle East, Central and Eastern Europe, and Latin America and the Caribbean.
Constella Futures is seeking an individual with expertise in economic and financial modeling, analysis, and evaluation of policy interventions in the areas of family planning, poverty reduction, and HIV/AIDS. The individual should have demonstrated experience in programmatic areas of interest that can contribute to public sector implementation of sound policies and operational programs in the areas of costing, cost effectiveness, resource allocation, finance, and economic impact. The successful candidate will have imagination and capacity to apply economic analysis and modeling to real issues to inform policy change in developing countries. Knowledge of gender issues and analysis related to reproductive health and HIV/AIDS a plus.
Responsibilities and Duties
Carries out policy analysis and gives presentations to high-level policymakers and program managers.
Provides leadership in the fields of economics and policy.
Applies economic scientific theories and concepts to project management.
Attracts and maintains new business and develops proposals for funding of projects by or international donors.
As appropriate, manages teams or individuals to complete tasks within schedule and budgetary constraints and recruits and retains staff as necessary.
Analyzes data, performs complex statistical analysis and prepares policy briefs for the purposes of advocacy to senior policy makers
Collaborates with others in the professional community, at the international level.
Provides assistance and guidance to others on matters related to topic area of scientific studies and applies relevant methodologies to programmatic issues of importance to the organization.
Represents the organization at the highest levels in specific technical areas.
Reviews in-house scientific papers, research strategies, proposals for funding of studies and/or relevant projects by government and other agencies for methodological and technological soundness.
Conducts all work to accepted standards of research ethics.
Guides other staff in adhering to ethical practices.
Works independently with minimal management direction.
Demonstrates ability to work in a team environment to solve problems and implement solutions.
Ability to lead project teams.
Outstanding communication, organizational, technical, and writing skills
Ability and willingness to travel internationally up to 30% of the time
Excellent interpersonal, oral/written communication and organizational skills.
Necessary Skills and Qualifications
Ph.D. in Economics or related discipline with 10 years or more of international work experience in developing countries. Will consider candidates with Masters degree and 15 years or more of relevant experience.
Fluency in English and one other language preferred.
Sound knowledge of methodologies used in economic and policy analysis.
Externally recognized expert in economic and policy analysis (as indicated partially by citations of or reference to work)
Extensive knowledge of relevant literature related to topic area.
Demonstrated ability to develop new concepts, techniques, and programs.
Appropriate computer skills necessary to conduct project activities such as data research, and data management, data evaluation and analysis of study data.
Ability to provide leadership to others in development of a research studies.
Expertise in the preparation and review of research and/or other study materials.
Experience with key sponsoring agencies (USAID) would be welcome.
Ability to translate economic research into advocacy materials designed for policymakers
A record of publications or evidence of preparation of satisfactory written and oral reports would be valuable.
