Public Health Advisor - Global Immunizations

Series & Grade: GS-0685-12/14

Overseas Assignments: Selectees are required
to serve on the overseas assignment for two years and
must sign a rotational agreement. The assignment may
be extended up to five years based on the needs of the agency.

* Before relocating overseas, the selectee may remain state side until all clearances have been approved.
* This position may be eligible for special pay allowances (e.g., post differential, housing, relocation, etc.) after selectee relocates overseas.
* Immunizations are required and will be administered by the CDC before relocating overseas.
* Citizens or permanent residents of the host country are not eligible for consideration.
* Must sign an overseas rotational agreement.

The permanent duty location will be Atlanta, GA, with an overseas rotational assignment to a designated location from two to five years.

Major Duties:

Serves as an advisor on polio/measles elimination, participating in
the planning, implementation and evaluation of polio/measles
eradication activities. Assists in evaluating the effectiveness of
immunization services in relation to the achievement of
international goals and objectives. Participates in the development
and testing of systems for use in the project area to ensure the
receipt of measles immunizations to target group. Maintains records
and reports for program evaluation activities. Maintains an
inventory of vaccine and ensures its proper storage. Maintains an
effective working relationship with WHO and/or international
Ministry of Health Officials. Provides advice and support to the
program management team regarding morbidity analysis and
surveillance activities. Assists in the maintenance of an active
surveillance system. Analyzes epidemiologic data of polio/measles
cases.

Qualifications:

Applicants must have at least one year of qualifying specialized
experience equivalent to the next lower grade in the Federal service

Specialized experience is that which is directly related to the
position which has equipped the applicant with the particular
knowledge, skills and abilities to successfully perform the duties
of the position, to include experience participating in the
planning, implementing and evaluating activities for eradication
initiatives as it relates to vaccine preventable diseases.

under Category Rating and Selection
procedures. Category rating combines the
applicant's total qualifying experience and
education/training into a single quality
category. If you meet the basic qualification
requirements, we will further evaluate your
entire application package to determine the
quality and extent of your experience, education,
training, etc., for placement in one of the
following categories:

1. Best Qualified - Meets the Minimum
Qualification Requirements and excels in most
requirements of the position;

2. Well Qualified - Meets the Minimum
Qualification Requirements and meets most
requirements of the position;

3. Qualified - Meets the Minimum
Qualification Requirements, but do not possess
the relevant competencies to a substantive
degree.

The Category Rating Process does not add
veterans' preference points or apply the "rule of
three", but protects the rights of veterans by
placing them ahead of non-preference eligibles
within each category. Preference eligibles who
meet minimum qualification requirements and who
have a compensable service-connected disability
of at least 10 percent must be listed in the
highest quality category, except when the
position being filled is scientific or
professional at the GS-9 grade level or higher. A
selecting official may make selections from the
highest quality category (Best Qualified)
provided no preference eligible in that category
is passed over to select a non-preference
eligible in that category unless approval has
been granted.
