Position Description
RTI International is seeking applicants for Project Administration Specialist to serve as part of RTI’s Center for International Health (CIH) group, within the International Development Group. CIH implements projects and programs in the following technical areas: Health Systems and Finance; Health Policy and Research; Health Governance and Public Private Partnerships; Malaria and Vector Control; Neglected Tropical Diseases; and HIV/AIDS. The Project Administration Specialist will work on CIH’s $150 million USAID-funded Indoor Residual Spraying Projects, Integrated Vector Management Project, and the $100 million global Neglected Tropical Disease Control Project.
Responsibilities and Duties
• Monitor project activity against the contract and notify/advise technical leaders of significant events and potential concerns regarding the intersection of contract, budget, and technical work, engaging appropriate corporate contractual and finance resources for non-routine issues
• Assist/advise the Program Director or Deputy for both program on budget development/revisions and coordinate with the financial analyst on budget production
• Identify other tracking and analysis tools needed (in conjunction with Program Director or Deputy) to support decision-making, reporting, management review, and contractual compliance; work with the financial analyst to conceptualize/produce those tools
• Ensure that contract approval requirements are met, and prepare the justifications supporting those actions, in coordination with project leadership and ORC, as needed
• Act as liaison among the Program Director or Deputy, ORC, partners and client on contractual/budget issues, questions, formats and work with Financial Analyst to produce necessary documentation
• Monitor budget analyses/reports and project cost reports/invoices against contract requirements, implementation progress and general cost reasonability; alert management team to necessary contractual or management actions based on that review (e.g., LOE or line item reallocation, need to improve T&M contract performance, etc.)
• Assist in the identification and recruitment of consultants and subcontractors; perform the actions necessary to initiate appropriate contractual mechanisms
• Coordinate the logistical support required for on-going project implementation by prompting IDG management involvement and G&A support services over the life of the project (from mobilization to closeout) and ensuring that those services work in an integrated fashion; act as primary liaison between IDG and project office regarding home office administrative resources
• Provide administrative support necessary to employ and mobilize field-based project staff; provide information to HR on relocation costs and benefits in compliance with budget and client regulations
• Travel to project office as directed by Program Director or Deputy to participate in project startup or closedown or coordinate set up of project management systems & processes as necessary
• Assist in development of project office operating procedures that fall outside of RTI policies and procedures; provide models or examples from other projects
• Provide assistance to field operations on issues of administrative and contractual compliance
Necessary Skills and Qualifications
• Bachelors Degree in business, finance, accounting or relevant discipline and 10 years of experience working on international projects in a program management or financial management capacity OR Masters Degree in business, finance, accounting or relevant discipline and 6 years of experience working on international donor funded projects in a program management or financial management capacity.
• 3 - 5 years of USAID financial, contractual or grants management and 1 year field-based USAID project experience preferred.
• Must have advanced budgeting and financial analysis skills.
• Excellent spreadsheet and communication skills; attention to details is required.
• French or Portuguese language proficiency preferred.
• Flexibility and ability to handle multiple tasks and work collaboratively with others;
• Ability to interact effectively with all levels of internal and external clients;
• Experience in Africa is preferred;
• Strong oral and written communications skills;
• Willingness to travel internationally as needed
