Position Description
Crown Agents-USA, Inc. seeks a Procurement Advisor to provide oversight and monitor the procurement activities to be undertaken by a North African national procurement agency & to ensure transparency to our client and donor.
CA-USA is part of the Crown Agents international group, which works for the public and private sectors in more than 100 countries, as well as for international donors and development institutions. Crown Agents has a core staff of over 1000 employees in more than 35 countries.
The objective of the project is to stimulate economic growth by increasing productivity and improving employment in high potential sectors. Three sectors have been identified as focus areas in line with the country’s strategy for economic growth: 1) agriculture and related activities, 2) small-scale, coastal fishing and 3) artisan crafts. Funding for targeted investments will be along the value chain that would unlock opportunities and transform these sectors. The investments include market infrastructure, support to the financial sector, and training and technical assistance in business management to unleash small business creation and stimulate growth.
Responsibilities and Duties
• Coordinate the general day-to-day activities of the in-country team and manage the local office;
• Act as Chief liaison with host government’s procurement agency and other stakeholder ministries regarding activities to be undertaken under the assignment.
• Monitoring & Oversight of the procurement activities undertaken by the host government’s procurement agency including development of procurement plans, ensuring compliance in accordance with the donor’s Procurement Guidelines, evaluation of the use of standard documents and the attainment of Value for Money as well as reporting on any irregularities in the procurement process.
• Develop and provide donor-specific training and guidance to approved Procurement Agents in a comprehensive, structured and practical manner to enable compliance with relevant guidance and ensure successful implementation.
• Development of annual work plans to be agreed with host government’s procurement agency to cover procurement and capacity enhancement activities.
• Develop a Procurement Operations Manual and suite of standard bidding documents in accordance with donor Procurement Guidelines, the contract between donor and host government and other Supplemental Agreements.
• Manage and administer effectively the purchase of a wide range of goods, works and services for their client ministries and host government’s procurement agency.
• Lead development of a Contract Administration System.
• Manage the design and implementation of Standard Procurement Documents for host government’s procurement agency using donor Standard Bidding Documents as available.
• Development and implementation of a capacity enhancement plan for all of the Procurement Agents.
• Liaison with the host government’s procurement agency’s appointed Fiscal Agent.
• Be responsible for all reports produced by the team for host government’s procurement agency;
• Oversee management of the in-country budget.
• Coordinate and facilitate short-term technical assistance as required to supplement activities of in-country team;
• Establish and maintain home office contact with Project Manager and complete all monitoring and reporting requirements of the home office.
• Perform other duties as may be assigned.
Necessary Skills and Qualifications
• 10+ years experience managing large donor-funded contracts
• Extensive knowledge of World Bank procurement regulations with a familiarity of US Government federal acquisition regulations
• Excellent communications and project management skills
• Fluent English and French speaking, reading and writing.
• Extensive experience in procurement of goods and services, including designing and preparing solicitations and proposals, monitoring contract performance, and ensuring compliance
• Significant experience working on projects under World Bank procurement regulations
• Significant experience as a trainer and/or technical advisor
• Experience working in multi-cultural teams
• Project management experience
• Overseas work experience, preferably in North Africa
