Position Description
Background Information
In Malawi, like in many other African countries, the Mother-To-Child Transmission (MTCT) of HIV programme started as a pilot in 1999 with support from UNICEF at three sites focusing on Prong. The programme expanded to 140 sites in 2006 and to 207 sites in 2007. The pace to expand the progamme nationally increased in 2007 because the assessment of the Global Fund support to Malawi rated PMTCT as B. This led to the formation of the PTMTC Acceleration Committee and the development of the Six Month National PMTCT Acceleration Action Plan and Six Month PMTCT Acceleration Action Plans in April 2007.
Nevertheless, a number of PMTCT targets have been met over the years but it has been difficult to document the achievements because of a weak data collection system which is accentuated by lack of national data collection tools. Presently, national data collection tools do not have HIV information on pregnant women, mothers, infants and children attending maternal and child health services in health facilities owned by the government, non-governmental organizations (NGOs) and the private sector.
Much progress has been made in the last few years to support expansion of the PMTCT programme to all the sites in the country. However, a there is need for STTA to review and revise the 5-Year Strategic PMTCT Plan, in accordance with recent protocols and guidelines, to support the rapid implementation of PMTCT services for pregnant women, mothers, HIV exposed infants, children and families. The consultant would not be required to be present in Malawi.
Responsibilities and Duties
Specific Responsibilities
1. Collaborate closely with BASICS PMTCT Advisor in Lilongwe, Peggy Chibuye, to determine scope and direction and identify appropriate materials and documents to consider in desk review.
2. Conduct desk review of existing PMTCT Strategic Plans and other related materials.
3. Review Malawi PMTCT documents.
4. Review and revise the Malawi Five-Strategic Plan to ensure plan demonstrates consistency, clarity, and technical accuracy and reflects most recent best practices and updated guidelines identified through desk review.
5. Submit final draft to Malawi Ministry of Health HIV/AIDS Unit, other Malawi Ministry of Health officials, and BASICS Technical Advisors Peggy Chibuye, Mary Lyn Field, and Gloria Epko.
6. Incorporate suggestions and input and produce finalized 5-year PMTCT Strategic Plan.

1. First draft of PMTCT 5-year strategic plan submitted to Malawi MOH and BASICS
Due: October 15, 2007
2. Final version of PMTCT 5-year strategic plan
Due: October 29, 2007
Necessary Skills and Qualifications
Qualifications
Technical Area of Expertise:
Pediatric HIV/AIDS; PMTCT
Educational Requirements:
Advanced degree in international public health (MPH)
Previous BASICS Experience:
Not necessary
Related Technical Experience:
Significant experience with Pediatric HIV/AIDS and PMTCT in Africa necessary.
Solid background formulating guidelines, policies, and strategic plans in the area of Pediatric HIV/AIDS and PMTCT with Ministries of Health and UN agencies desired.
Language Requirement: Must be fluent in English
Other Special Requirements:
Dependable access to internet, including Skype, email and other communications programs necessary; excellent technical writing, analysis, synthesis skills required.
