Position Description

Job Summary: Oversee and update information and knowledge management systems for gathering, organizing, disseminating, and monitoring content relevant to Program Quality.
Responsibilities and Duties
Job Responsibilities:
Internal:
1. Identify and introduce appropriate information systems for managing and communicating issues of program quality.
2. Manage to gather, organize and maintain electronic publications and technical resources for program quality.
3. Design, build, train and manage 'if necessary- databases for information management.
4. Maintain PQSD intranet and portals and collaborate with the field and MIT to ensure coordination across the Agency
5. Design and implement business processes for departmental information systems, using multiple existing and new technologies.
6. Train staff in systems, processes and available technologies to facilitate knowledge management and communications with country programs and regions.
7. Identify, adopt and share best practices that support information management systems and assist Technical Advisors to use technology to enhance their technical assistance and program quality.
8. Familiarize PQSD staff with expanding opportunities for information collection, evaluation, and distribution on the CRS Intranet through coordination with MIT.
9. Monitor the structure and additions to the shared drive (S Drive) and assist staff in organizing folders on shared drive.
10. Maintain and update the following PQSD databases: Technical Reporting Database (Technical Assistance, Trainings and Publications), Production Database (Translators, Graphic Designers, Copy Editors), and PQSD-Purchased Publications Database; and other databases as they are required.
11. Support PQSD in data collection for the department's work as necessary (i.e. PQSD Technical Reporting Database/Indicator Performance Tracking Table/IPTT).
12. Provide orientation, training and written guidance on existing and newly developed tools for information and knowledge management.
13. Coordinate information regarding joining list serves and determine the system for monitoring and accessing appropriate information for PQSD.
14. Assist PQSD staff on developing/maintaining PQSD Intranet and Extranet pages.
15. Assist staff on developing CRS Internet pages pertaining to sectors/themes by providing content and design suggestions.
16. Work with the Technical Excellence Deputy Director and technical staff to develop a survey regarding PQSD publications and other technical resources that are distributed internally and externally via workshops and direct disseminations, as appropriate.
17. Disseminate feedback/evaluations retrieved from surveys regarding PQSD publications and other technical resources that are distributed internally and externally via workshops and direct disseminations.
External:
1. Promote the meaning and purpose of information and knowledge resources/products to clients within and outside the organization.
2. Liaise with MIT & Web Unit on developing/maintaining PQSD Intranet and Extranet pages.
3. Maximize the usability and usefulness of PQSD publications and technical resources for different user groups (internal and external) by ensuring information/knowledge resources can be readily accessed and easily retrieved via the CRS Internet, Intranet, and Extranet by coordinating with MIT and the Web Unit.
4. Coordinate with OSD/Management Policy and Information Unit (MPI) on PTS and information systems and management needs as needed. Administration Perform other duties as required and as delegated.

Necessary Skills and Qualifications
Qualifications:
1. Bachelor's degree Information Systems, Information Knowledge Management, or in relevant field required
2. Minimum 3 years relevant work experience.
3. Demonstrated proficiency with word processing, spreadsheet, database development/maintenance, and other software including MS Office, Adobe Acrobat, and HTML.
4. Highly proficient in electronic information dissemination methods and systems.
5. Ability to provide training and written guidance for existing and newly developed tools for information and knowledge management.
6. Ability to manage knowledge and information via online databases, collaborative technologies and web-based services.
7. Understanding of knowledge processes such as organizational learning and development.
