Position Description
Pact, Inc in Namibia is seeking qualified candidates for an HIV/AIDS Monitoring, Evaluation and Reporting Manager. The incumbent should have extensive experience in community-based HIV/AIDS programming in Namibia with a special focus on HIV/AIDS monitoring, evaluation and reporting in the areas of prevention of HIV transmission; care and support for AIDS orphans and other vulnerable children; HIV infected individuals (including palliative care) and their affected families; community mobilization and mitigation in resource-constrained countries. The candidate should have a proven track record of supporting the reporting requirements of major governmental HIV/AIDS funding sources such as U.S. Government, UN, other government agencies and corporations.
Responsibilities and Duties
1. BASIC FUNCTION OF POSITION
The HIV/AIDS Monitoring, Evaluation and Reporting Manager (MER MANAGER), is expected to provide leadership in the design and implementation of monitoring, evaluation and reporting systems to ensure Pact and its implementing agencies provide compatible data supportive of program and donor reporting requirements. The MER Manager is responsible for developing and implementing methodologies and standards (in line with donor requirements) for evaluating program activities. In addition, s/he will also develop presentations and written reports based on evaluation findings. The MER Manager will promote capacity strengthening in partner organizations through mentoring and training in monitoring, evaluation and reporting.
2. STATEMENT OF DUTIES
* Provide input into and assure that all USAID reporting requirements on program impact are met and assist implementing agencies in setting up reporting and tracking systems to provide information in an efficient and timely manner.
* Design and implement (in association with Pact Regional Office staff) knowledge management systems that allow staff to review and analyze data and information on relevant technical areas as a basis for providing up-to-date information on impact, effectiveness, outputs and inputs to programs. Collect, analyze and aggregate M&E data across implementing agencies
* Assist in the preparation of work plans (including those of agencies) consistent with the strategic objective and results expected of the program and support monitoring of the implementation of approved work plans.
* Draft quarterly and annual progress reports and support agencies in developing reporting formats and communication tools. Using MER data draft materials for use in communications relating to sector programs, including speeches, press releases, briefing papers, etc.
* Work internally within Pact as well as with our agencies to design and review evaluation instruments e.g. questionnaires, interview guides, surveys, observational checklists, etc, coordinate the collection of data, monitor data quality and analyze findings.
* Provide M&E quality assurance, ensure data quality assessments completed and on file.
* Keep appraised of, and management informed of, country wide monitoring and evaluation data relating to trends in the HIV/AIDS epidemic in the region through surveillance of other key data sources available (i.e. non-Pact data sources).
* Coordinate closely with implementing agencies in order to identify and implement lessons learned from ex-post evaluations into the structure of new programs and M&E practices. Ensure M&E technical input is shared.
* Remain informed of new developments in M&E through participation in forums with international and sister agencies--participate in M&E related conferences and workshops as appropriate and work to network MER specialists.
* Maintain close communication with Pact Regional MER staff, and the USAID MER staff assigned to the project.
3. Level of Effort and Allocation:
Approximately 50% of the incumbent’s time will be used to provide monitoring oversight for activities funded with other agencies. Monitoring responsibilities will involve substantial travel. Fifty percent of the incumbent’s time will be focused on providing technical assistance to ensure that implementing agencies are in compliance with Pact and USAID technical policy on HIV/AIDS. The remaining 50% of the incumbent’s time will be focused analyzing data, preparing reports and performing other functions in support of the program.
Necessary Skills and Qualifications
4. Qualifications:
* BS in related field, Masters preferred in social, behavioral or health sciences with practical experience in developing and implementing, monitoring and evaluation activities in the HIV/AIDS health sector.
* Minimum of 5 years of relevant professional experience. Experience with evaluation and research design, data collection and analyses, indicator construction, curriculum development and computer software i.e. MS Office and database programs.
* Experience with civil society NGO sector a plus, especially with (local, Namibian, nascent, faith-based) organizations
* Demonstrated leadership position in MER. Experience with evaluation and impact reporting to donors and to project managers demonstrating both analytical rigor and practicality.
* Ability to work independently, take initiative and manage a variety of activities concurrently.
* A strong team player with excellent interpersonal skills and the ability to work in a high profile, fast-paced environment.
* Ability to communicate technical issues effectively and persuasively.
* Fluency in English for day-to-day communications and excellent English writing and presentation skills. Knowledge of other local languages useful.
* Demonstrated ability to transfer knowledge through training and mentoring.
* Demonstrated ability to manage multiple projects effectively, think analytically and take initiative in solving problems
* Demonstrated skills in working with multinational groups and fostering collaborative relationships across multiple organizations
Other information:
The HIV/AIDS Monitoring, Evaluation and Reporting/Learning Manager is assigned to the Namibia Pact office (Windhoek) and reports to the Chief of Party/Representative of Pact in Namibia.
