Position Description
The position of Deputy Financial Grants Manager requires a well-organized and committed individual with strong financial, administrative and communication skills, who has experience in all financial aspects of grants management and an understanding of USAID procedures and regulations pertaining to financial accountability. The Deputy Financial Grants Manager will be part of a grants management team responsible for managing grants under RTI’s cooperative agreement number GHA-A-00-06-00006-00 with the United States Agency for International Development (USAID). In general, the duties of the Deputy Financial Grants Manager will be to contribute to the successful development and implementation of a grants management system for NTD Control Program, which in turn supports the programmatic aims of the project. The Deputy Financial Grants Manager will be based at the NTD Control Program’s office in Washington, DC and will report directly to the Grants Manager. Under the supervision of the Grants Manager, the primary responsibility of the Deputy Financial Grants Manager will consist of managing all financial aspects of grant management.
Responsibilities and Duties
• Tracking all invoiced expenditures by grant recipients against budgeted line items;
• Assessing the allowability of invoiced expenditures by grant recipients based on USAID regulations and procedures;
• Reconciling the expenditures claimed by grant recipients against the amount of grant monies dispersed to them and held in a separate bank account;
• Safeguarding against fraudulent claims and practices by grant recipients;
• Ensuring the all grant recipient audits are conducted on schedule and according to correct procedure;
• Ensuring that any inappropriate financial procedures of grant recipients identified through audits are corrected promptly;
• Providing technical assistance (monitoring and support) on financial matters to grant recipients over the life of each grant (including site visits if necessary);
• Producing regular reports summarizing the current status, successes and challenges of the financial components of each grant and communicating this information to the Grants Manager, Project Manager and/or USAID, as appropriate;
• Reviewing, summarizing and making recommendations on grant budget proposals;
• Assessing the financial management capacity of grant applicants;
• Negotiating with grant applicants regarding any financial components of their proposals, including expected levels of cost-sharing;
• Generally, ensuring that the financial aspects of all grants are developed and administered in strict accordance with USAID procedures and requirements;
• Collaborating with the Grants Manager to ensure that an efficient, responsive and effective grants management system is established and administered; and
• Ensuring that all grant close-out procedures and requirements are met.
• Assist the Senior Grants Manager with the annual solicitation process.
Necessary Skills and Qualifications
• Masters Degree in Finance/Accounting, Procurement, Management or a related business field;
• A minimum of three years experience working with contracts and/or grants under USAID or other US government-funded projects or international finance institution required;
• Must have strong organizational skills, ability to multi-task, and be detail and deadline-oriented;
• Excellent interpersonal and communication skills;
• Ability to interact with staff at all levels in a fast paced environment, sometimes under pressure, proactive, resourceful and efficient, with a high level of professionalism;
• Excellent spreadsheet and financial software skills would be a plus;
• Ability to travel overseas (2-3 trips per year may be required); and
• Language skills in both English and some French preferred.
