Position Description
Crown Agents USA, Inc. (CA-USA) is seeking a Deputy Country Director for the Supply Chain Management System (SCMS) Project in our Kigali, Rwanda office.

Role & Responsibilities
The Deputy Country Director (DCD) provides support to the Country Director (CD) in successfully managing technical, programmatic, and contractual obligations of the program. The DCD provides technical assistance to the Rwanda Ministry of Health and other partners, supporting a range of programs, primarily focused on strengthening logistics systems for HIV/AIDS related commodities, and improving supply chain management practices. The DCD priorities will include development and implementation of strategic plans, annual work-plans, budgets, monitoring and evaluation processes and systems, and PEPFAR reporting requirements for the project. The Deputy CD is a senior member of the management team and will be expected to play a full part in the general management of the organization.
Responsibilities and Duties
• Provide programmatic and technical support to SCMS technical and operational teams to include leadership capacity building
• Develop and implement monitoring and evaluation systems and processes for the project
• Provide technical assistance to partners in development and implementation of monitoring and evaluation systems and processes
• Provide technical assistance to government and partners in strengthening supply chains for HIV/AIDS programs
• Assist in the development of strategic plans with technical and operational teams and assist in the management, development, and implementation of budgeted annual work plans
• Assist in the recruitment, training, and supervision of personnel as needed to support technical and operational teams within SCMS’ budgetary and strategic framework
• Assist in the implementation and strengthening of organizational policies, procedures and systems
• Coordinate and/or review PEPFAR reports to ensure that they are in line with reporting requirements
• Assist in assessing STTA needs and drafting scopes of work for required STTAs
• Coordinates and supervises STTA and other consultancies
• Assist the CD with other duties as necessary
Necessary Skills and Qualifications
• Manager with post-graduate qualification in public health, public administration, Business Administration, logistics or equivalent experience
• Minimum seven to ten years developing country experience in managing a public health program, preferably funded by an international development agency
• Significant work experience in HIV/AIDS programs, health commodity logistics, and/or supply chain strengthening preferred
• Demonstrated experience in developing and implementing project monitoring and evaluation systems
• Excellent skills in representation, liaison and collaboration with government, private, and non-governmental organizations
• Excellent reporting and writing skills in English
• Demonstrated skills in Microsoft Office Suite applications, including Word, Excel, Project and PowerPoint
• Proven ability to lead and work as part of a team.
• Experience with USAID health programs is highly desirable
• Experience with PEPFAR projects is highly desirable
• Experience working in Africa preferred
