Position Description
Crown Agents USA, Inc. (CA-USA) is seeking a Country Program Manager – Cote D’Ivoire for the Supply Chain Management Services (SCMS) Project in our Arlington, Virginia office.

Country Program Manager/Cote D’Ivoire Position Overview
Reporting to a SCMS Global Program Manager, the Field Support Manager (FSM) will oversee and support in-country field office operations in Cote D’Ivoire. Oversight responsibilities include participation in the development of strategic and technical strategies, work plans, budgets and the organization and provision of in-country technical assistance. The FSM assures that the SCMS field office follows the standard SCMS and managing partner administrative and financial procedures and practices. He or she has first-line SCMS supervisory support responsibility for the SCMS Country Director who has overall leadership and management responsibility for the day to day implementation of SCMS activities in Cote D’Ivoire. The FSM ensures effective communication with USAID and SCMS management in-country and in Washington, DC. He or she functions as a member of the Field Program Support Team at the SCMS Project Management Office (PMO) in Arlington, Virginia, and supervises a Program Officer who assists with technical and administrative backstopping for Cote d’Ivoire.
Responsibilities and Duties
Other Responsibilities of the Country Program Manager
- Guidance and support of in-country operations: Guide the operation of the SCMS field office team in Cote d’Ivoire. Supervise the work of the SCMS Country Director to manage strategic and technical activities. Serve as the primary liaison between the in-country field office and the Project Management Office (PMO). Oversee and support the development of in-country strategic and operational plans, performance management plans, appropriate staffing structures, and the use of appropriate standard operating procedures for field office operations, procurement and technical assistance.
- Technical Assistance: Work closely with the Country Director in-country and the Systems Strengthening Team at the PMO to manage the process of short term technical assistance in Cote d’Ivoire. Review scopes of work (SOW) for short-term technical assistance to ensure sound strategic and technical approaches and solutions.
- Communications: Ensure good, two-way communication with USAID/Washington, USAID Missions, host country institutions, and SCMS technical and management staff. Provide leadership and support to the field office in developing client-centered methods of responding to the needs of and requests from USG teams, their implementing partners and host country institutions. Communicate through written reports and oral presentations what is working and what is not in the supply chain management work of the field office.
- Reporting: Ensure that the SCMS/Cote d’Ivoire field office reports on a regular basis (monthly and quarterly) on the progress, achievements and challenges of the supply chain work there. Report said progress, achievements and challenges to the Global Program Manager or Project Management Team, as necessary.
Necessary Skills and Qualifications
Qualifications of a Successful Country Program Manager
- Graduate degree in business, medicine, pharmacy, public health, supply chain management or equivalent experience.
- Significant (at least 7 years) relevant experience in international public health with most experience in commodity policy, logistics management, and/or supply chain systems strengthening.
- English and French skills fluency required including speaking, writing, understanding, and reading and the ability to conduct business in both languages.
- Significant experience (at least 5 years) in the development and/or implementation of HIV/AIDS programs or other international health development programs.
- Work experience in Francophone Africa preferred.
