Position Description
Crown Agents USA, Inc. seeks a Chief of Party for a health center construction project in Ethiopia. The successful candidate will have overall responsibility for planning and coordination of all activities and personnel related to the project. S/he will represent Crown Agents-USA to the donor/client and to the Ethiopian ministries with project input and oversight.
The critical qualification for this position is proven ability to manage a complex construction project in a challenging environment, including the ability to oversee A&E firms and construction sub-contractors, manage multiple tenders, organize international procurement of building supplies, supervise staff and short-term technical consultants and ensure compliance with both USAID and Government of Ethiopia construction sector regulations.

Responsibilities and Duties
Project Management and Roll-out
• Provide leadership in establishing the project.
• Take lead in developing strong “results focused” project culture.
• Oversee sub-contractors activities and deliverables.
• Coordinate and lead the development of a “results focused” work plan.
• Coordinate the roll out of the program.
• Liaise with Crown Agents home office.
• Develop and manage a sustainable exit approach.
• Provides guidance to short-term technical consultants, as required, in relation to achievement of program deliverables and in relations with FMOH officials.
Finance and Administration Oversight
• Develop and manage project budgets.
• Oversee finances and cash flow and ensure adequate availability of project funds to complete required project work.
• Identify and recruit staff for the in-country field office.
• Writes Terms of Reference for any required short-term technical consultants and participates in the hiring process.
• Lead staff and consultant orientation.
• Set up and maintain performance management programs including the establishment of Key Performance Indicators.
• Conduct annual performance reviews of in-country staff.
• Manage, coach, mentor and motivate staff.
Representation and Stakeholder Collaboration
• Liaise with client/donor, Ethiopian ministry officials and key stakeholders.
• Coordinate and provide impact information to key stakeholders.
• Coordinate regular progress reporting, highlighting lessons-learned.
• Coordination with Stakeholders to include other GoE Ministries in relation to the delivery of the construction project.
• Prepare reports as required for submission to client/donor and other stakeholders.
Necessary Skills and Qualifications
• BA/BS degree in international development, rural development, engineering or other discipline required, Masters degree preferred
• 15 years of progressively responsible project management experience with at least five years as COP/DCOP
• 10 years experience implementing international development programs overseas, including programs in infrastructure and health
• Experience managing U.S. Government (USAID, Department of State) programs strongly preferred
• Strong verbal and written communication skills
• Proven track record as a results-oriented leader
