Abt Associates is seeking an individual with expertise in health system strengthening including health care financing, economic analysis, and human resource development. The individual should have demonstrated experience in programmatic areas of interest that can contribute to public sector implementation of sound policies and operational programs in Africa. The successful candidate will have the experience and abilities to apply economic analysis and modeling to inform policy change in developing countries.
Essential Functions:
• Provide strategic/technical expertise and guidance to the client team on health system strengthening, health financing, and human resource development issues
• Provide strategic/technical support to the client to identify key challenges to and opportunities for reaching its objectives in Africa;
• Assist the client and African institutions evaluate and document performance and results
• Carry out policy analysis and gives presentations to high-level policymakers and program managers in developing countries and with donor agencies
• Represent the project in specific technical areas; provide leadership in the fields of health economics and policy
• Collaborate with others in the professional international health development community at the international level
• Manage teams or individuals to complete tasks within schedule and budgetary constraints; recruit staff/consultants as necessary for short-term technical assistance
• Work independently with minimal management direction
• Able and willing to travel internationally up to 30% of the time
Skills Required:
MA/MBA with 7 - 10 years of experience OR PhD with 4 - 6 years of experience OR the equivalent combination of education and experience.
• Demonstrated technical capability in the program areas listed above, and extensive experience developing and influencing public health policies, strategies and programs in Africa.
• Sound knowledge of methodologies used in economic and policy analysis, as well as data/statistical analysis.
• Demonstrated ability translate economic research into advocacy materials designed for policymakers.
• Minimum of 10 years (with at least five years in Africa) experience developing, managing and implementing development programs for public or private organizations.
• Higher level degree, Masters, Ph.D. in economics, public policy or related field.
• Fluency in English required; French or Portuguese language skills preferred.
• Externally recognized expert in economic and policy analysis (as indicated partially by citations of or reference to work).
• Experience preparing/reviewing of research and/or other study materials.
