Position Description
Crown Agents USA, Inc. (CA-USA) is seeking an ART Logistics Advisor for the Supply Chain Management System (SCMS) project in our Gaborone, Botswana office.

Responsibilities and Duties
The ART Logistics Advisor will provide technical assistance to the Botswana Ministry of Health and other partners, supporting a range of programs, but primarily focused on strengthening logistics systems for HIV/AIDS and PMTCT related commodities, and improving supply chain management practices. The commodities include but are not limited to: antiretroviral drugs (ARVs), drugs for opportunistic infections (OIs), PMTCT supplies. The ART Logistics Advisor will also work to ensure that logistics management requirements are adequately provided for in all USG-funded HIV/AIDS commodity support programs in Botswana.
• Provide support to the Botswana Central Medical Stores, the Drug Management Unit and the MOH PMTCT Unit and Ministry of Local Government (MoLG) for the procurement, management and distribution of HIV/AIDS and PMTCT related commodities to all sites.
• In collaboration with the MOH Pharmaceutical Services Division, the MOH PMTCT Unit, the CMS and MoLG, monitor the functioning of the ART Commodity distribution system, ensuring that stock outs and overstocks at the ART sites are avoided or kept to the minimum
• In collaboration with MOH, CMS and other stakeholders, monitor in-country pipelines and stock status at CMS and treatment facilities so as to avoid stock outs and overstock at all levels of the ART supply chain, and to ensure that adequate levels of all required commodities are maintained at treatment facilities and CMS.
• In collaboration with MOH, CMS and other stakeholders set up and operate an ART Commodity Tracking System in Botswana.
• In collaboration with relevant partners setup systems to obtain and analyze data on ART commodities from ART sites, and analyze data generated from the Antiretroviral Commodity Tracking System (ACTS) reports for understanding of performance of Botswana’s logistics system for HIV/AIDS commodities, and provide analysis to stakeholders and ensure that data generated from ACTS are used for supply chain management decision making.
• Provide technical assistance in forecasting and quantification of PMTCT and HIV/AIDS related commodities and in the preparation of procurement and supply plans.
• In consultation with the SCMS Deputy Country Director identify the need for specialized logistics technical assistance from SCMS/Washington and coordinate this assistance when provided.
• Conduct on-the-job trainings and other logistics training workshops for MOH and cooperating agency staff in order to improve forecasting, storage and distribution, and inventory control.
• Monitor the national pipeline for all PMTCT and HIV/AIDS related commodities.
• Coordinate closely with all donor organizations and other stakeholders to ensure rational and timely procurement of HIV/AIDS-related commodities.
• Regularly brief the SCMS Deputy Country Director on developments in and activities concerning the logistics system for HIV/AIDS commodities.
• Provide support to USG-supported HIV/AIDS projects, as necessary.
• Maintain close working relations with all USG-funded HIV/AIDS cooperating agencies.
• Develop SCMS Project work plans with the SCMS Botswana team and the BOTUSA Team, including the promotion of innovative logistics approaches.
• Provide required narrative and financial reports to the SCMS Deputy Country Director for submission to BOTUSA and SCMS/Washington as per the agreed schedule.
• Support the SCMS Deputy Country Director in tasks as needed.
Necessary Skills and Qualifications
• Masters degree in Pharmacy or Health professional with post-graduate qualification in public health, logistics or related field.
• Minimum five years proven working experience in supervision of HIV/AIDS commodity logistics management and Pharmaceutical Supply Chain Management operations.
• Minimum five years developing country work experience, particularly under U.S. Agency for International Development (USAID) and/or Centers for Disease Control (CDC) funding
• Experience with national Pharmaceutical organizational structure (Pharmaceutical Services Division Structure)
• Experience with ARV forecasting, quantification, procurement, dispensing, warehousing and distribution., required for the prevention treatment and monitoring of the following: HIV/AIDS, TB, Malaria, STIs including Male circumcision requirements.
• Experience with procedures for internal and external quality control
• Significant work experience in HIV/AIDS programs, health commodity logistics, and/or supply chain strengthening preferred
