PRIMARY RESPONSIBILITY:
The Catholic Relief Services seeks candidates for a Chief of Party (COP/Haiti) for the USG-funded AIDSRelief Project, based in Haiti. CRS is the consortium lead for AIDSRelief, a $335 million program to build a sustainable faith-based approach to HIV/AIDS treatment and to provide increased access to antiretroviral therapy (ART) to persons with HIV/AIDS. The AIDSRelief-Haiti Chief of Party will coordinate the implementation of the CRS/Haiti AIDSRelief project, ensuring program quality standards, providing leadership to realize CRS’s strategic objectives for the AIDSRelief Program. The project is funded by the Health Resources Services Administration (HRSA), as part of the President's Emergency Plan for AIDS Relief (PEPFAR). As the lead agency, CRS has the responsibility of managing and coordinating the activities of CRS and of the other consortium members participating in this program. The AIDSRelief Chief of Party will directly supervise the AIDSRelief project teams and ensure effective integration with the overall CRS/Haiti programming. CRS being the lead agency for AIDSRelief in Haiti, the Chief of Party will maintain close relationship with the AIDSRelief Coordinating team in Headquarters while coordinating the Country Technical Coordination Team (CTCT) and being the contact person for the other Consortium members. The AIDSRelief Chief of Party will serve as primary representative to the Haiti Ministry of Health and coordinate AIDSRelief project activities with the USG team, the Center for Disease Control and Prevention (CDC), other PEPFAR partners and other donors involved in the HIV/AIDS sector. S/he will supervise and assist program managers on issues of required project reporting, strategic planning, project design, integration, and monitoring. The AIDSRelief Chief of Party will report to the Head of Program for Haiti while maintaining close working relationship with other programs including the OVC (Orphans and vulnerable children) project.
SPECIFIC DUTIES:
Representation and Coordination
1. Leads meetings with other AIDSRelief Consortium Members.
2. Ensures that AIDSRelief Consortium Members operating in Haiti maintain a unified identity.
3. Ensures that the USG PEPFAR team in Haiti, the Government of Haiti and other major stakeholders are regularly updated on AIDSRelief's activities.
4. In coordination with the CRS/Haiti Country Representative, ensures the ongoing involvement and support of the local Catholic Church in AIDSRelief strategies and project activities.
5. Prepares reports for USG/Haiti, and CRS/HQ.
6. Represents CRS and AIDSRelief to the local government, USG, PEPFAR implementing partners, UN and other stakeholders as relevant to the ART program
7. Fosters relationships between AIDSRelief and other national stakeholders.
Supervision
1. Supervises the AIDSRelief Program Managers, other program staff and liaises closely with the AIDSRelief Finance Officer.
2. Organizes and assists with staff training and development.
3. Carries out orientations, regular performance coaching and staff performance appraisals as stipulated by CRS Performance Standards.
4. Encourages and empowers staff to complete tasks in a timely and professional manner across the program.
5. Holds regular staff meetings to foster strong teamwork, creative problem solving, communication and holistic thinking.
6. Fosters an environment that promotes coordinated and comprehensive effort amongst consortium members.
Program Management
1. Ensures that the AIDSRelief program meets established standards of quality.
2. Chairs AIDSRelief country monthly meetings; ensures that meeting minutes are regularly distributed to AIDSRelief staff and partners.
3. Manages the overall budget in collaboration with the AIDSRelief Finance and Budgeting Manager (HQ); closely tracks and monitors the effective use of program funds in the overall implementation of the project
4. Takes the lead in the development of Haitian annual Country Operating Plan submissions
5. Leads the development of requests for supplemental funding for AIDSRelief
6. Ensures that grant and partner agreements are in line with the overall AIDSRelief Haiti program and overall objectives of the AIDSRelief grant.
7. Conducts periodic field visits to local partner treatment facilities and government offices as needed; be acquainted with key issues associated with overall program efficiency and effectiveness.
8. Ensures that CRS/Baltimore, CRS/LACRO, CRS/Haiti, and AIDSRelief staff and partners are regularly updated on key activities implemented in Haiti.
9. Guides the preparation and dissemination of regular updates and annual reports.
10. Compiles AIDSRelief regular reports, mid-term and final reports including lessons learned and best practices, and reviews financial reports.
Sustainability
1. Leads the development of the sustainability plan for AIDSRelief/Haiti.
2. In collaboration with the Country Representative and Head of Programming strengthens relationships among AIDSRelief partners, its local partner treatment facilities, and local faith-based structures.
3. Identifies and facilitates other potential funding sources for AIDSRelief-supported ART treatment facilities.
4. Identifies alternative funding sources for key program strategies not covered in the current grant (e.g. nutrition assistance, income-generating activities).
QUALIFICATIONS:
1. Minimum Master’s Degree, in Public Health (preferred), International Development, or other related field.
2. Health professional background strongly desired (eg, M.D., R.N., CRNP), with significant field experience in clinical and/or community-based care of persons living with HIV/AIDS
3. Minimum five years in the developing world in project management positions.
4. Experience in coordination of multi-agency programming.
5. Experience in budget writing, monitoring and reporting.
6. At least five years experience in HIV/AIDS programming and providing technical assistance to partner organizations.
7. Ability to professionally represent CRS to host government and other organizations.
8. Knowledge of CRS policy operations and procedures.
9. Ability to work both in a team and independently and ability to transfer knowledge through formal and informal training.
10. Experience in, and a commitment to, integrated community development.
11. Experience with USG grant proposal writing, implementation and reporting.
12. Excellent analytical and information seeking skills, proven decision-making skills.
13. Cultural sensitivity and solid track record as a team player with all levels of staff.
14. Strong inter-personal and public relations skills.
15. Experience in designing and implementing participatory planning and evaluation methods.
16. Willingness and ability to travel to the field regularly.
17. Excellent French and English language oral and written communication skills.
18. Proficiency in MS Office suite, including Word, Excel and Outlook.
