Technical Assistant - Sudan Guinea Worm Eradication Program

The Carter Center Guinea Worm Eradication Program (GWEP) is looking for one short-term consultant for Guinea worm endemic areas in Southern Sudan. Consultants will help strengthen GWEP’s capacity to provide closer oversight regarding the implementation of surveillance, detection and containment of cases, and all other interventions in the highest endemic areas of Sudan. The Carter Center, in partnership with Emory University, is committed to advancing human rights and alleviating unnecessary human suffering. Founded in 1982 by former U.S. President Jimmy Carter and former First Lady Rosalynn Carter, the Atlanta-based Center has helped to improve the quality of life for people in more than 70 countries. At The Carter Center, we work to build hope in some of the world's most impoverished and forgotten communities. Our health programs prevent the suffering of millions of people around the world from diseases often ignored by others. Many of the most severe afflictions are entirely preventable. As Guinea worm is poised to become the next disease after smallpox to be wiped off the face of the Earth, eradication efforts are rejuvenating communities throughout Africa, enabling children to return to school and farmers to their fields. Often known as the "fiery serpent," Guinea worm disease (dracunculiasis) has existed since ancient times, but an international coalition led by The Carter Center is now close to eradicating it. With its access to world leaders, the Center is mobilizing government officials and garnering support for the Guinea worm disease eradication effort, while working at the village level to empower and educate communities to take simple measures to prevent the disease from recurring. Senior Technical Scientist, HIV/AIDS

The MEASURE Evaluation Project at the University of North Carolina at Chapel Hill is a large international project funded by the US Agency for International Development that focuses on strengthening health information across a range of health areas to inform health sector decision-making. Activities include development of tools and methods to improve data collection and use; capacity building in monitoring and evaluation (M&E) and health information systems (HIS) through formal training and field technical assistance, and evaluation research. Particular emphasis is placed on generating demand for information and facilitating its use. This is a senior technical position and will be responsible for leading, overseeing, or providing technical advice on many of the HIV/AIDS related activities of the project. Other responsibilities include liaising with international agencies, bilateral donors, and other partners on efforts to further standardize and harmonize HIV/AIDS Monitoring and Evaluation (M&E) tools and methods and overall coordination of activities of the project with those of other organizations. PMTCT Strategic Plan STTA

Background Information In Malawi, like in many other African countries, the Mother-To-Child Transmission (MTCT) of HIV programme started as a pilot in 1999 with support from UNICEF at three sites focusing on Prong. The programme expanded to 140 sites in 2006 and to 207 sites in 2007. The pace to expand the progamme nationally increased in 2007 because the assessment of the Global Fund support to Malawi rated PMTCT as B. This led to the formation of the PTMTC Acceleration Committee and the development of the Six Month National PMTCT Acceleration Action Plan and Six Month PMTCT Acceleration Action Plans in April 2007. Nevertheless, a number of PMTCT targets have been met over the years but it has been difficult to document the achievements because of a weak data collection system which is accentuated by lack of national data collection tools. Presently, national data collection tools do not have HIV information on pregnant women, mothers, infants and children attending maternal and child health services in health facilities owned by the government, non-governmental organizations (NGOs) and the private sector. Much progress has been made in the last few years to support expansion of the PMTCT programme to all the sites in the country. However, a there is need for STTA to review and revise the 5-Year Strategic PMTCT Plan, in accordance with recent protocols and guidelines, to support the rapid implementation of PMTCT services for pregnant women, mothers, HIV exposed infants, children and families. The consultant would not be required to be present in Malawi.
